Process to Constitute the 7th Central Pay Commission Along with Finalization of Its Terms of Reference, The Composition and Timeframe Initiated 

The Government has initiated the process to constitute the 7th Central Pay Commission along with finalization of its Terms of Reference, the composition and the possible timeframe for submission of its Report. The date of effect thereof will be known once the Report is available.


This was stated by Shri Namo Narain Meena, Minister of State in the Ministry of Finance in a written reply to a question in the Lok Sabha here today.

  1. whatever may the broad terms and references for the 7th cpc, the simplest and least expectation is to take into consideration of 2 factors
    1. Inflation during the past decade( 2006-2016) which is neutralized by DA-Which expected to be @140 to 150%(factor of multiplication hence will be 2.4 to 2.5 of basic pay+gp)
    2. The lumpsome GDP growthduring the past decade( 2006-2016) -which varies from 5%to 8% and cumulatively 50% to 80% for the decade, the factor of multiplication hence will be1.5 to 1.8)
    3. Compounding the above two factors, the expected growth in pay as on 01.01.2016 will range from 3.6 to 4.5 subject to the final figures of rates of inflation and rate of GDP growth till31.12.2015. It only after ensuring this basic right, the staff side should further negotiate for other working conditions.
